Do criador e produtor Donald Bellisario (Jag: Em Nome da Justiça, Galáctica), a série centra-se num grupo de agentes especiais que actuam fora da cadeia militar de comando, devendo investigar qualquer delito com provas relacionadas com a Marinha e o pessoal do corpo de “marines” norte-americano, qualquer que seja o cargo ou patente hierárquica.

À frente da equipa “Navy CIS” (Serviço de Investigação Criminal da Marinha) está o agente especial Leroy Jethro Gibbs (Mark Harmon – Os Homens do Presidente, Chicago Hope), um especialista na área da investigação que não hesitará em quebrar algumas regras para executar bem o seu trabalho.
